Bram: Poeh, wat een drukte hier. En wat een lawaai. Ze zijn het duidelijk niet met elkaar eens.
Phew, what a crowd here. And what a noise. They clearly don’t agree with each other.

Mieke: Haha, nee, dat is ook niet de bedoeling. Welkom in de Tweede Kamer, of nou ja, een debatcentrum waar ze vaak spreken.
Haha, no, that’s not the point. Welcome to the House of Representatives, or well, a debate center where they often speak.

Bram: Ik zie wel heel veel mensen. Hoeveel zitten er eigenlijk in die Tweede Kamer?
I do see a lot of people. How many are actually in that House of Representatives?

Mieke: Dat is een heel belangrijke vraag. En ook een vraag die je op het KNM-examen kunt krijgen.
That’s a very important question. And also a question you might get on the KNM exam.

Bram: Oh, echt? Nou, vertel.
Oh, really? Well, tell me.

Mieke: De Tweede Kamer heeft altijd 150 leden. Dat aantal is in de Grondwet vastgelegd. Niet meer, en niet minder.
The House of Representatives always has 150 members. That number is laid down in the Constitution. No more, and no less.

Bram: 150. Dat is een mooi rond getal. En die mensen worden gekozen door ons, toch?
150. That’s a nice round number. And those people are chosen by us, right?

Mieke: Precies. Eens in de vier jaar zijn er verkiezingen. Dan stemmen de Nederlanders op een politieke partij. Elke partij krijgt dan een aantal zetels.
Exactly. Once every four years there are elections. Then the Dutch vote for a political party. Each party then gets a number of seats.

Bram: Een zetel is dus gewoon een stoel in de Kamer?
So a seat is just a chair in the House?

Mieke: Inderdaad. 150 zetels voor 150 volksvertegenwoordigers. Die mensen vertegenwoordigen het Nederlandse volk.
Indeed. 150 seats for 150 representatives. Those people represent the Dutch people.

Bram: Oké, duidelijk. Maar wat doen ze nou de hele dag? Behalve ruziemaken?
Okay, understood. But what do they do all day? Besides arguing?

Mieke: Haha. Ze hebben twee hoofdtaken. De eerste taak is wetten maken en goedkeuren. Als de regering een nieuwe wet wil, sturen ze een wetsvoorstel naar de Kamer.
Haha. They have two main tasks. The first task is to make and approve laws. If the government wants a new law, they send a bill to the House.

Bram: Een wetsvoorstel… een voorstel voor een wet. Logisch.
A bill… a proposal for a law. Logical.

Mieke: Ja, en de leden van de Tweede Kamer gaan er dan over praten en debatteren. Uiteindelijk moeten ze stemmen. Als de meerderheid ‘voor’ stemt, is het voorstel aangenomen.
Yes, and the members of the House of Representatives then talk and debate about it. Eventually they have to vote. If the majority votes ‘for’ it, the proposal is adopted.

Bram: En de tweede taak?
And the second task?

Mieke: De tweede taak is heel belangrijk: de regering controleren. Ze kijken of de ministers hun werk wel goed doen.
The second task is very important: to control the government. They check whether the ministers are doing their job well.

Bram: Dus ze stellen kritische vragen.
So they ask critical questions.

Mieke: Precies. Vooral de partijen die niet in de regering zitten, de oppositie, zijn daar heel scherp op. Dat is hun werk.
Exactly. Especially the parties not in the government, the opposition, are very critical of that. That’s their job.

Bram: De oppositie… Dat zijn dus de partijen die het vaak oneens zijn met de regering.
The opposition… So those are the parties that often disagree with the government.

Mieke: Klopt. Soms dienen ze ook een motie in. Dat is een soort uitspraak of verzoek aan een minister.
That’s right. Sometimes they also submit a motion. That’s a kind of statement or request to a minister.

Bram: Wacht even, je noemde net twee dingen: een wetsvoorstel en een motie. Wat is precies het verschil?
Wait a minute, you just mentioned two things: a bill and a motion. What exactly is the difference?

Mieke: Een wetsvoorstel is een complete tekst voor een nieuwe wet. Dat is heel officieel. Een motie is korter, het is een oproep aan de regering om iets te doen of juist niet te doen. Het is geen wet.
A bill is a complete text for a new law. That is very official. A motion is shorter; it’s an appeal to the government to do something or not to do something. It is not a law.

Bram: Oké, dus een wetsvoorstel is veel groter en belangrijker. En een volksvertegenwoordiger, is dat de officiële naam voor een lid van de Tweede Kamer?
Okay, so a bill is much bigger and more important. And a representative, is that the official name for a member of the House of Representatives?

Mieke: Ja. Het betekent letterlijk ‘vertegenwoordiger van het volk’. Die drie woorden moet je zeker kennen: de zetel, het wetsvoorstel, en de volksvertegenwoordiger.
Yes. It literally means ‘representative of the people’. You definitely need to know these three words: the seat, the bill, and the representative.

Mieke: En dan nu even een tip voor het examen. Je ziet vaak een foto van de grote vergaderzaal van de Tweede Kamer. De vraag is dan: ‘Hoeveel leden heeft de Tweede Kamer?’. Het antwoord is altijd 150.
And now a tip for the exam. You often see a photo of the large meeting hall of the House of Representatives. The question then is: ‘How many members does the House of Representatives have?’. The answer is always 150.

Bram: Dus die moet ik gewoon uit mijn hoofd leren. 150.
So I just have to learn that by heart. 150.
