Bram: Pfoe, wat een mooi appartement. Maar die huur is wel hoog, hè? Ik snap wel dat Yusuf boos is op zijn verhuurder.
Wow, what a beautiful apartment. But that rent is high, isn’t it? I understand why Yusuf is angry with his landlord.

Mieke: Ja, precies. Hij vertelde dat de verwarming al weken kapot is. Gelukkig is er in Nederland een organisatie die kan helpen als je zo’n probleem hebt.
Yes, exactly. He said the heating has been broken for weeks. Fortunately, in the Netherlands, there’s an organization that can help if you have such a problem.

Bram: Oh ja? Welke dan? De politie bellen lijkt me een beetje overdreven, haha.
Oh really? Which one then? Calling the police seems a bit excessive, haha.

Mieke: Nee, de Huurcommissie. Dat is een KNM-onderwerp dat je echt moet kennen.
No, the Rent Tribunal. That’s a KNM topic you really need to know.

Bram: De Huurcommissie… die naam heb ik wel eens gehoord. Maar wat doen die precies?
The Rent Tribunal… I’ve heard that name before. But what exactly do they do?

Mieke: Nou, de Huurcommissie is een onpartijdige organisatie. Ze helpen huurders en verhuurders als ze een conflict met elkaar hebben. Een geschil, noemen we dat officieel.
Well, the Rent Tribunal is an impartial organization. They help tenants and landlords when they have a conflict with each other. A dispute, that’s what we officially call it.

Bram: Een geschil. Klinkt serieus. En wat voor conflicten dan? Alleen over de huurprijs?
A dispute. Sounds serious. And what kind of conflicts then? Only about the rent price?

Mieke: Nee, over meer dingen. Bijvoorbeeld als je denkt dat je huur te hoog is. Of, zoals bij Yusuf, als er problemen zijn met het onderhoud van de woning. Denk aan een lekkage of een kapotte verwarming.
No, about more things. For example, if you think your rent is too high. Or, like with Yusuf, if there are problems with the maintenance of the property. Think of a leak or a broken heating system.

Mieke: Ook als je het niet eens bent over de servicekosten, kun je naar de Huurcommissie stappen.

Bram: Oké, dus de huurder, Yusuf in dit geval, kan daarheen. Maar hoe werkt dat dan? Start je dan een rechtszaak?
Okay, so the tenant, Yusuf in this case, can go there. But how does that work then? Do you start a lawsuit then?

Mieke: Nee, het is geen rechtbank. Je start een procedure bij de Huurcommissie. Dat kan vaak online. Zij onderzoeken de situatie. Ze kijken bijvoorbeeld of de huurprijs wel redelijk is voor wat je krijgt.
No, it’s not a court. You start a procedure with the Rent Tribunal. That can often be done online. They investigate the situation. For example, they check if the rent price is reasonable for what you get.

Bram: En wat ze dan beslissen, moet de verhuurder dat ook echt doen?
And what they decide, does the landlord really have to do that?

Mieke: Jazeker. De Huurcommissie doet een uitspraak. En die uitspraak is bindend. Dat betekent dat zowel de huurder als de verhuurder zich eraan moeten houden.
Absolutely. The Rent Tribunal makes a ruling. And that ruling is binding. That means both the tenant and the landlord must abide by it.

Bram: Wauw, dat is wel goed geregeld. Ik denk dat veel mensen niet weten dat dit bestaat. Ik wist het in ieder geval niet meer zo precies.
Wow, that’s well organized. I think many people don’t know this exists. I certainly didn’t know it that precisely anymore.

Mieke: Klopt. Veel mensen proberen het eerst zelf op te lossen. Dat is ook het beste. Maar als dat niet lukt omdat de verhuurder niet reageert, dan is de Huurcommissie een belangrijke stap.
That’s right. Many people try to solve it themselves first. That’s also the best approach. But if that doesn’t work because the landlord doesn’t respond, then the Rent Tribunal is an important step.

Bram: Je zei net een paar belangrijke woorden. ‘Huurder’ en ‘verhuurder’ zijn duidelijk. De huurder betaalt, de verhuurder is de baas van het huis.
You just mentioned a few important words. ‘Tenant’ and ‘landlord’ are clear. The tenant pays, the landlord is the owner of the house.

Mieke: Precies. En een ‘geschil’ is dus een serieus conflict waar je samen niet uitkomt. En de ‘uitspraak’ is de officiële beslissing van de Huurcommissie.
Exactly. And a ‘dispute’ is therefore a serious conflict that you can’t resolve together. And the ‘ruling’ is the official decision of the Rent Tribunal.

Bram: Geschil en uitspraak. Duidelijk. Die moet ik onthouden.
Dispute and ruling. Clear. I need to remember those.

Mieke: Let op, voor je KNM-examen is dit belangrijk: de Huurcommissie is onpartijdig. Ze zijn er niet alleen voor de huurder. Ze helpen ook de verhuurder als die een probleem heeft met een huurder.
Pay attention, for your KNM exam this is important: the Rent Tribunal is impartial. They are not just for the tenant. They also help the landlord if they have a problem with a tenant.

Bram: Oh, dat is een goeie. Ik dacht eigenlijk dat ze er vooral waren om de huurder te beschermen.
Oh, that’s a good point. I actually thought they were mainly there to protect the tenant.

Mieke: Ze beschermen de rechten van beide partijen.
They protect the rights of both parties.

Bram: Oké, dus als ik op het examen een vraag krijg over een conflict tussen een huurder en een verhuurder over bijvoorbeeld het onderhoud of de huurprijs…
