Bram: Pfoe, indrukwekkend hoor, zo’n debatcentrum. Al die politici die hier spreken. Ik snap er soms de helft niet van, haha.
Phew, impressive, such a debate center. All those politicians speaking here. I sometimes don’t understand half of it, haha.

Mieke: Ja, het kan best ingewikkeld zijn. Maar wel belangrijk om te weten hoe het werkt. We hebben het laatst over de Tweede Kamer gehad, weet je nog?
Yes, it can be quite complicated. But it’s important to know how it works. We talked about the House of Representatives recently, remember?

Bram: Jazeker, de 150 leden die wij direct kiezen. Maar dan heb je ook nog de Eerste Kamer. En wat die nou precies doen… Eerlijk? Ik ben het weer vergeten.
Oh yes, the 150 members we elect directly. But then you also have the Senate. And what they actually do… Honestly? I’ve forgotten again.

Mieke: Haha, dat is een klassieker. Geen zorgen, dat is een perfect KNM-onderwerp. Laten we het even op een rijtje zetten.

Mieke: Welkom in de club. Kijk, de Eerste Kamer heeft 75 leden. Een stuk minder dan de Tweede Kamer dus.
Welcome to the club. Look, the Senate has 75 members. A lot fewer than the House of Representatives then.

Bram: Oké, 75. En die kiezen wij niet zelf, toch?
Okay, 75. And we don’t elect them ourselves, do we?

Mieke: Precies. De leden van de Eerste Kamer worden indirect gekozen. Dat is een belangrijk verschil. Ze worden gekozen door de leden van de Provinciale Staten.
Exactly. The members of the Senate are indirectly elected. That’s an important difference. They are elected by the members of the Provincial Councils.

Bram: Ah, dus als wij stemmen voor de provincie, hebben die stemmen ook invloed op wie er in de Eerste Kamer komt. Wat een systeem.
Ah, so when we vote for the province, those votes also influence who gets into the Senate. What a system.

Mieke: Klopt. En de belangrijkste taak van de Eerste Kamer is het controleren van nieuwe wetten die door de Tweede Kamer zijn aangenomen.
That’s right. And the main task of the Senate is to review new laws that have been passed by the House of Representatives.

Bram: Controleren? Wat bedoel je daarmee?
Review? What do you mean by that?

Mieke: Ze kijken naar de kwaliteit van een nieuwe wet. Is de wet duidelijk? Is hij uitvoerbaar? En is hij niet in strijd met de grondwet?
They look at the quality of a new law. Is the law clear? Is it implementable? And is it not in conflict with the constitution?

Bram: Dus ze zijn een soort laatste check?
So they’re a kind of final check?

Mieke: Exact. Ze kunnen een wet alleen goedkeuren of afkeuren. Ze mogen de wet zelf niet meer veranderen. Dat is de taak van de Tweede Kamer.
Exactly. They can only approve or reject a law. They are not allowed to change the law themselves anymore. That is the task of the House of Representatives.

Bram: Oké, dus de Tweede Kamer maakt en verandert de wet, en de Eerste Kamer zegt ‘ja’ of ‘nee’. Simpel gezegd.
Okay, so the House of Representatives makes and changes the law, and the Senate says ‘yes’ or ‘no’. Simply put.

Mieke: Precies. Als de Eerste Kamer een wet goedkeurt, gaat hij naar de koning voor ondertekening en dan wordt het een officiële wet.
Precisely. If the Senate approves a law, it goes to the king for signing and then it becomes an official law.

Bram: En als ze hem afkeuren?
And if they reject it?

Mieke: Dan wordt het geen wet. Dan moet de Tweede Kamer weer terug naar de tekentafel.
Then it doesn’t become a law. Then the House of Representatives has to go back to the drawing board.

Bram: Interessant. Dus die hebben best veel macht eigenlijk. Hoe noem je die leden ook alweer?
Interesting. So they actually have quite a lot of power. What are those members called again?

Mieke: De leden van de Eerste Kamer heten senatoren. En de Eerste Kamer wordt ook wel de senaat genoemd.
The members of the Senate are called senators. And the Senate is also called the upper house.

Bram: Ah, de senaat. Klinkt heel officieel. Dus je hebt de termen ‘Eerste Kamer’, ‘senaat’, en een lid is een ‘senator’. En die moeten een wet dus ‘goedkeuren’ of ‘afkeuren’.
Ah, the senate. Sounds very official. So you have the terms ‘First Chamber’, ‘senate’, and a member is a ‘senator’. And they must therefore ‘approve’ or ‘reject’ a law.

Mieke: Helemaal goed. Die woorden moet je zeker kennen voor je examen. Vooral het verschil tussen goedkeuren en afkeuren, en weten dat de Eerste Kamer niet zelf een wet aanpast.
Exactly right. You definitely need to know those words for your exam. Especially the difference between approving and rejecting, and knowing that the First Chamber does not amend a law itself.

Bram: Duidelijk. Ze checken de kwaliteit, ze passen niks aan.
Understood. They check the quality, they don’t change anything.

Mieke: Wat belangrijk is om te onthouden voor je KNM-examen: je krijgt vaak een vraag over de belangrijkste taak van de Eerste Kamer. Het juiste antwoord is bijna altijd iets met ‘controleren van wetten’ of ‘wetten goedkeuren of afkeuren’.
What’s important to remember for your KNM exam: you often get a question about the main task of the First Chamber. The correct answer is almost always something with ‘checking laws’ or ‘approving or rejecting laws’.
